They can print money if required. The best tax system is to encourage those who can, to build businesses that create jobs and in which employ more people and people are the real resource of the country not money. money has no intrinsic value. people are the value. the more people the country has the "richer" the country is, and the most happy people will make it the best country to be. Increasing revenue by modifying this or that does not equate an improvement to the system. a good tax system ensures theres always jobs for people, people are adequately fed and healthy, and more happiness around.

I am sure those in Venezuela, Zimbabwe and South Sudan would politely disagree.

No, you can't just print money without consequences.
