However per the post from CrystalTrade it is the CNT that is restricted and requires the permit. That would indicate that even at <5% in HC that would be 1600 gallons. Why, back in March Parchem (and Eden) weren't aware that the NICNAS approval was required who knows? I can only suggest they didn't feel they would sell enough to concern the department.
