The very question I put to management myself. COO said it was very much expansionary per the release (they are expanding CelGro production facilities) to enable them to accelerate CelGro/ATI into US/EU markets and also an opportune time with recent price rise. I think they were a bit taken aback with the price action after announcement and placement - basically they see nothing but positive developments going forward after years of ground work. The markets are very fickle/impatient of course.
