Every word of above quote impresses me. When it’s explicitly stated that it’s endorsed by the Accountant General, it means the state apparatus ie ASHRA, better not be tainted by accountant scandals.
Especially the words “first project” of this kind in IC. Again, message: don’t mess up. Who is FLC whom they have trusted to put together the project? They must have the confidence of the Govt that FLC is not going to mess up, engineering, technology wise. Mess up and FLC’s name is mud. There’s no second time. Some punters, on that score, would sell FLC that the reputation risk is just too great. Or buy?
