    Sorry if I am missing something, but can you please clarify. Why would a panicking investor who is trying to cover their short (as you are implying?) sell at all? The holder that sold 20 cents below the market is the one who made an error. If a short covering client bought stock 20c cheap, they would be delighted, no?
