Maybe, but the question would be about when he's buying, not why he's buying. There's been plenty of opportunity to buy back those shares. For example if an insider was to be sitting on significant news, it would be considered wrong to buy now before it was released. In that case he should have done it earlier before that news was known - to play fair it would be "too bad, too late" one it is known to insiders.
(just to be clear, I'm only saying "if"s here as a way of explanation)
