People short a stock because they think it will go down in price. Because that is cognitively dissonant for the bulls, they resolve that dissonance with a story in their head that the shorts actually are bulls using some kind of accumulation strategy. Sure, there are games within games, but be careful with assumptions that can cloud your analysis with self affirming biased interpretations, its a good way to lose a lot of money.
