Intentionally making loss imaking nvestments is not running a business.
Buying an investment property does not constitute running a business.
Losses from investing in property should not be offset against other forms of income but should be carried forward against future gains in the same way as capital losses.
By reducing your tax payable by offsetting losses you are paying less tax, your net tax payable is lower because the government has given you money by allowing you to make the offset.
It's a subsidy to make a loss making investment.
