31st is last delivery on the exchange however this isn't set in concrete as the parties usually negotiate their own deals (the big players that is ie funds etc) re exchange of commodities/monies. Might see some big drawn downs at comex on this night but I would imagine that most would probably switch from registered to eligible (in storage). Remember that big canadian fund did a deal for delivery over 4 months.

" A futures contract specifies a first notice day, the earliest the seller can submit a notice of intention to deliver to the exchange clearinghouse; the last notice day is, of course, the last day such a notice may be submitted, and trading usually ceases a few days before that day. When the clearinghouse receives notice, it matches it to the buyer with the oldest position. On the “delivery day” itself, upon receiving a check from the buyer, the seller then transfers the ownership of the silver to the buyer."
