Suggest a little DD on Australian regulations dealing with the respective levels of NORM, bearing in mind U was considered a viable co-product at Nolans not so long ago, reference the mineral sands industry regularly permitted to deal with monazite wastes with levels well in excess of 10Bq, look at the regs & requirements above & below 10Bq.

This is Australia mate, we generally sort out self serving pollies that try to leverage outdated regulations to sell fear reasonably quickly, we also tend to keep those regulations pretty much up to speed with intn'l standards.

Anyhow, last time I checked there were no nutters forecasting a flood of biblical proportions for central Australia anytime soon, and if they were there would be a hell of a lot more to worry about than 6Bq NORM in insoluble residues.
