In my understanding that was Siberian or Mongolian units that engaged in that kind of behaviour, or at least that is what Tim Kelly says in the video link below. It kind of made sense to me, they were unlikely to be ethnic Russians, and in the only eyewitness statement that I ever heard, the victim described her assailant as looking like Genghis Khan. I can't really imagine documentary printed orders for mass rape coming from "Stalin" (which really just means the top brass) or Zhukov, I mean these things have a habit of turning up (if they had ever existed, which is part of the reason I don't think they ever did and the story has been exaggerated) though some lesser generals perhaps may have turned a blind eye, and as I said they were Asiatic units.
