I'm new to MIO but it appears they have been discussing upgrades to both Port and Rail infrastructure for some time.
There may have been issues in the past that prevented the works from progressing that may not exist presently. This may be that opportunity to pull the trigger on the upgrades.
I'm no expert on any of this but would think the price tag would be spread out amongst others including MIO but certainly not the full tab.

May have changed may not have.
