In the early days CVI DID NOT want offshore at all.
There was probably a fair bit of pressure placed on CVI to help Falcon reduce its financial exposure to ongoing offshore exploration costs. There has been a lot of you scratch my back and i'll scratch your back going on.
CVI, in its efforts to help Falcon , may not necessarily take direct responsibility / ownership of some % of falcon's blocks but might find a way of raising funds ( pensador) to help Falcon offload some of its expenditure.
IF they can get it together.
