    once you take out the 22 shares allocated to all applicants then the figures are close

    ie

    45 - 22 gives 23 shares over the minimum for 5k
    85 - 22 give 63 shares over the minimun for 15k

    so excluding rounding up 23 vs 63 is close enough to a 3rd
