In this case it would likely be 1 state police officer in charge of the operation with 2-3 assisting police officers. They are the enforcers of the law and are the ones who execute the relevant search warrants whilst the immigration and border force agents deal with the paperwork, administration and legal aspects of detention. Everyone has a necessary role when it comes to investigations particularly involving other government departments.
There's a lot of red tape and rightfully so. It might be a nuisance and seem over the top, but it's actually a good thing for checks and balances that these things are done by the book.
