This would be a fair methodology for at least two reasons.
First they mentioned this as a possible approach in the offer document. Second (as many on here have mentioned) it doesn't seem fair that an existing holder of say 6 shares should receive the same windfall gain* as an existing holder of 6000 shares.
*Of course it's still possible that the windfall gain will in fact be a loss!
