$400m in Capital Expense over the next 4 years is very high for a company capitalised at just $395m - I agree looks very cheap 2004 PE of 6.4 ! Potential for massive shareholder dilution to fund capital expense is keeping price down (company is already heavily geared). Think not much chance in short term of re-rating. Probably a good long term (ie 2 Years +) buy.
