I think you nailed it there, Andrew; it's news. And news sells. From what I understand yes; most deaths were in the very old/very young/immuno-compromised groups. But most Governments want to be seen to be acting, so lockdowns and travel bans are some ways to be seen. Of course, if workplaces/industries get locked down too, then it begins to have a real effect on the economy.
