Garbled nonsense, USG finally worked out they need a commercial NdFeB supply chain, there is minimal direct connection with DOD, and TMRC years off creating anything remotely relevant.
Surely you have worked out there is no such thing as a "small project" RE.
High probability that if this comes together it will be built on Blueline JV together with a Japanese NdFeB producer expanding on to US soil.
The greater balance of Blueline JV Tb/Dy will continue to flow to Japan.
