They're OTC or over the counter derivatives, basically they allow people to buy shares via an intermediary without buying them directly off of an exchange.
https://www.kantox.com/en/glossary/over-the-counter-derivative-otc/If you couldn't for example buy shares in ASX companies from the US because of securities laws you go to the OTC provider who has a licence to buy them & they sell you an OTC which is backed by the the underlying shares. A bit like CFD's but without the leverage.
It's a positive because it will create more demand & also broaden the shareholder base.
No additional shares are issued, the provider would need to buy them in the marker like everyone else.
