Usually the criterium for material qualification in tensile testing is ultimate strenght, yield strenght AND elongation at break
Here elongation at break is missing and usually it's because of porosities inside the welded material due to wrong process parameters that limit elongation at break by inducing cracks
I may be wrong but they would have published the results of this independent testing if they were proud of it
