Bear in mind ~$300M of Ph1 were "Establishment costs"/delays, the plant itself was carried on the books at $450M until written down to equate Ph2.
Far from the ideal start up but without those extraneous costs capital intensity would be ~US$70/kg NdPr.
ARU proposing ~US$180/kg NdPr, probably explains the German reaction.
