Rob, I think you may have made the wrong assumptions. Since GXY owns the resource and future profits of the project, you cannot simply pay 30% of the development costs, and then get 30% of the resources and 30% of the future profits.
Mgt have worked out the NPV of the project and the potential partner may get the percentage ownership/NPV at a discount.
What your saying is like buying a profitable business for its net asset value, and enjoying years of its profits for free. That won't happen.
