In Uk, US, Japan...... The guarantee is the equivalent to AUD$100,000, I believe $20,000 is the amount the Government is willing to cover before the need to push an extra tax onto the taxpayer.
Token gesture, they may not pass the legislation before a bank collapse, that way they look half decent.
