I have just realised that I incorrectly read your post, you are asking why won't RIO pay more?
Well I guess my answer is they won't have to. If you can get some of the people to sell at $1 then it won't be hard to get a bunch of others to sell for $5. The ones holding out may cost you more, maybe $10, but everyone will have a price.
Much as I would love to see $100 I think most holders will have breaking point somewhat less than that.
