Anatol, in the interests of fairness, well more factuality really it must be pointed out that the country of "Democratic Republic of Congo" which you are referring to has many many problems but it is not landlocked. It doesn't have much ocean front but it has 25 miles on the Atlantic where the Congo river (Africas second longest river next to the mighty Nile) comes out.

I wouldn't be holidaying there myself and as The U.S travel warning I posted the other week pointed out the place has a lot of serious issues, but if we are going to be specific about definitions to be fair the DRC is not landlocked.
