That would be counterproductive if TER want cash return for their investment. TER invested in UNV to get cash, in simple terms.
Sure a TER controlled UNV "may" be able to loan money from UNV to TER, but loaning money to a shareholder could come with a lot of problems where the transaction is going across multiple jurisdictions and is not commercial. Could cause more problems than good (transfer pricing, other taxation issues, financial accounting issues, company articles of association/constitution limitations).
Paying a dividend is generally easy.
