I don't think you understand how ARR is calculated and your logic is a bit misguided.
Recall CAT revenues are 2H loaded, so you can't compare FY with 1H numbers. You should compare 1H19 with 1H20.
1H19 was 57.4m and 1H20 was 68.8m. That is exactly 20% growth.
