The US is a failed state. Corruption is endemic and effects government decision making at every level.
Obviously this didn't suite the medical/pharma companies paying tens - hundreds of millions in "donations".
How they can't see the immense benefit in keeping as many people away from clinics and GPs in the current situation defies belief, and all logic.
