They should not bother trying to re-stock this or anything else like it IMO.
This is a one off, clear the items that had been just sitting in inventory and take this as a gift, that's what it is, when this craziness stops you don't want to be the business sitting with warehouses full of toilet paper and hand sanitizer!
This has been great for foot traffic and been a chance for TRS to poach customers that never would've shopped there just because all others shelves were bare.
It's a one off opportunity and leaves the new management team free to reshape the business quicker than anyone would ever have though possible.
They can shut down stores faster, clear inventory faster and fill the stores with new products.
It may not work but at least it would be managements unfettered opportunity to renew the TRS brand.
