This may yet happen, though I can't see your sense in asking for it. Victoria's biggest employer, one of the biggest taxpayers in the country & to the Victorian government. To be fair health & safety should be mostly a personal responsibility than a government responsibility. There is already plenty of measures & steps in place to prevent the spread of the virus without shutdowns.
Society shutdowns have far bigger ramifications than the ease at which you suggest it.
