If trump can say anything he wants if he does not shut the economy then the virus will do it for him. What makes you think a mass infection would not cripple the american health system like it already did in Italy.
Imagine the headlines. People will be collapsing on the street looking at the current US infection rate if trump let this thing to fly it won't be anything we've seen before in terms of a pandemic.
