They can not go into care and maintenance mode, unless other JV parties agrees. One need to consider the penalty clauses.
Firstly, unlikely to happen as WPL (the operator) will now drive home their advantage, and
Secondly, the builder of the FPSO and other major contracts have workers and suppliers to pay. That means they will want their money.
