The only rationale is that Bruce is asleep and this is by no mean is going up anytime soon (no indications it will go up in the short/mid term). Even if COVID is over, it wont go up. All stocks are up double digits today but QFE.
Bruce needs to open his mouth and tell us whats going on (the downside though is every time he does open his mouth the SP goes lower)
