It does kind of lean to this a little (maybe I'm just looking for something to be optimistic about at the moment!) as 1-day extensions with the same 'reason' each day were looking foolish (and possibly they can't say 'waiting on a release from the counterparty' as that may lead to market speculation in the other jurisdiction).

Probably still #1 - but hopefully #3
