It is manipulation.
Little markets (low volume/liquidity) can be manipulated by little traders... I've done it!
Big markets can be manipulated by big players.
Does it happen?
You only need two things for it to happen:
1. An entity with the desire and will to do so.
2. An entity with sufficient money and facility to do so
Who? Who is desperate for the usd to go up?
Who has the money and facility?
The aud/ has been given short sharp shoves at specific and critical technical points many times in the last weeks. Once that happens it takes on a life of its own as people jump for the life boats!
