Not sure what you are on about, there was no ban on leaving Australia, it was left up to the individual to weigh up the pros and cons for themselves, some went, some didn't.

My sister was prepared to be stuck overseas with her daughter if it came to that, and she had made preparations to self isolate for 14 days a home if she was able to return. So what do you find unreasonable about that?
