You can acknowledge the issue of not having enough women on the board all you want, but at the end of the day the reason is because not as many women are applying for those jobs. That's it.
Having worked in recruiting, in our industry we'd be lucky to have 5% of applicants being women. That's not because of any kind of biases within the company. It's a societal issue.
Literally no one is saying having a 50/50 gender balance isn't a great thing to aim for, but when only 5% of applicants are women, it's just not gonna happen unless you start giving one side preferential treatment.
So yeah, acknowledge biases, acknowledge "boys clubs", acknowledge all you want because it's not going to make a shred of difference. The issue is women not being interested in wastewater treatment in the first place.
