@ToniEdi; one of my brothers works in an emergency care unit for people police think are suffering serious mental health issues. Staff often have to manage emotion-charged, physically dangerous situations and can end up physically injured and stressed.
My brother's view is that the support they get from 'above' could best be described as judgemental criticism and a lack of recognition by politicians of the need for better resourcing.
Anyone witnessing such behaviour has to be prepared to support those being assaulted with re-assurance and to act to stop it since turning a convenient blind eye or deaf ear to such misconduct will otherwise embolden it.
