i think tzl can press the trigger with a 3 month time frame - certainly now, surely its a combination of locking in the po's that are being finalised and having market stability - so could all come together in time for qvt deadline.

only problem is will csny be ready from a confidence perspective.

certainly makes sense to get on board before the markets move up and remember that markets tend to do well once in recession and monetary policy is being eased.
