I see a great deal of the problem being that we don't believe in ourselves anymore, and also that it has become easy for us to be lazy from just selling our resources. The economic term is known as the "Dutch Disease".
We should be building:
- Next Gen Collins Class submarines, if we can't go nuclear.
- A large scale water infrastructure network that delivers freshwater from FNQ and straddles the Eastern States into our food-bowl regions.
- Waste incineration power-plants that convert municipal landfill waste into electricity.
- Biogas plants that feed off green waste and sewage.
- A nuclear industry that focuses on commercial Molten Salt Reactors.
