whats going on ?, page-11

It has now been close to 4 months since they released any information on the permits and whilst in that announcement they did state 'agreements would not take place until 2020' i was hoping for some updates or information on this by now. As it seems this is the key piece we need to get the ball rolling...

Now i am not privy to what takes place during these discussions so i am hoping someone may have a little more knowledge then me, just trying to understand why the lack of information for almost 4 months. Would these matters be impacted by COVID, do they generally have elongated time frames, could we have issues with Gov departments?
