Except it is legal, as it is the stand reporting requirements to report the cashflow position quarterly, within 1 month of the end of the quarter. I'm concerned that you are investing in Australia stocks without knowing what the reporting requirements are? There's nothing illegal at all in how HLX report their cash. Again, this is the wrong thing to be taking issue with, and its just displaying your lack of knowledge in this area. There are multiple other valid things to complain about in regards to HLX - the glacial pace of development, infrequent announcements on whatever it is they are doing with their time, their failure over an extended period of time to turn any of the exploration opportunities into money / production. But you are completely wrong in your understanding of cash reporting requirements.
