It appears that the problem with WHO is the same as many organizations when leaders forget the aim of their organization and start following a political or financial aim, IE getting personally power hungry and rich
We see it with companies where the directors accept a takeover that benefits them but not the shareholders
Politicians who forget their constituents and work for themselves
It is a danger in any leadership when there is no oversight, others in WHO told a far different story to what the top leadership told but were howled down
So it is not the people but the system which is at fault
