I think you may be right Scaggs, I hope you are 75% is way better than 25%, but that is only for US use that they speak of not the international use, which would HAVE to use the Silex process to be competitive with Russia or China, Just the way it is worded is hard to understand .

From a legal and policy standpoint, however, it is unique in that it carries no “peaceful use” obligations, and is thus legal for any national-security use. Within the US nuclear complex, this uranium is called “unobligated” or “unflagged” uranium.
