“If avz in this form fail they Chinese will probably end up owning and building it later on so how does that help Australia (again I’m a novice on the motives of FIRB but just thinking out loud)”
That’s exactly why it’s an own goal from the Aust Govt. They see the project as a threat to Australian jobs and Business and so advised the investment would be rejected. They can’t prevent direct investment in the project via other methods and therefore the project will remain a threat to Australian jobs and Business. That doesn’t mean AVZ will fail in developing the project either....they will have to either sort out non Chinese equity investment in AVZ or other forms of direct JV project investment, and/or Offtake prepayments, debt, bonds and likely a hybrid of all of these financial instruments .
