Ok, so let me lay it out for you...
Quarterly basically saying that deal with Codelco wont happen until at least second half of this year. Furthermore it is basically saying that there wont be finance off takes due to the plebiscite in October. Then we are only 9 months away from elections in 2021, so it will be unlikely that financial institutions would make any commitment until the results of the election.
The left will most likely win due to the massive civil unrest in the country - which means finance institutions will be staying well clear from Chile for at least several years. Bottom line - this project wont get funding.
LPI will most likely delist from ASX late next year. Painful to see this company drift in to total disaster.
