With regards to their strategy I would guess that they are being repriced due to current market conditions. It is to the company's benefit that the options are exercised. It will raise around 30m options x 20c = 6m dollars for them. If the original options were out of the money come march 2021 they would not be taken up by shareholders. The repricing and extending the term increases the chances that the company will receive those funds in 2 years time.
