From my understanding the words of the findings are that Pell "... did not do enough ..."

Yet you conflate that to ".. aided and abetted .."

The two are somewhat removed from each other.

If people were to be charged with "... not doing enough ..." the mischief houses would be overflowing with the guilty.

I'd like to see the results of a poll on who may be guilty of "not doing enough" at some time in their lives.
