Q1 - Potentially yes, but only if they are strong and healthy. For instance Bank of America is a great bank but not as good as JPM - but it currently offers better value than JPM at the moment which like CBA has a p/b ratio that is toppy.
Q2 - Yes it'd be great to pick up CBA at $40
